This is a scene from NBC's recently made-for-TV movie live-action remake of The Year Without a Santa Claus starring, among others, John Goodman, Delta Burk, Chris Kattan, Eddie Griffin, Harvey Feinstein, and that fat guy from American History X.
Per our TiVo keyword "CHRISTMAS" wishlist, this movie was recorded. No sooner was I about to delete it when Charlotte told me that her uncle Jeremy (you may know him as five-time Hands on a Hardbody contestant)and aunt Angela were extras in a movie by the same name.
Tirelessly I FFW'd through the movie until finally stumbling upon the easter egg that is Jeremy and Angela Newlin's cameo.
You may observe their first appearance in the third cut as the couple walking from the left to right in the background just over the policeman's shoulder.
The second appearance comes in the 00:25 - 00:29 seconds (of this clip) just after the shot of the dumpy old guy in the yellow striped polo shirt. If you look to the top center, then to the top right, Jeremy is the man attempting to catch "snow flakes" in his mouth.
